Educational Measure Drugs and Traffic (EMD)

This compulsory course can be imposed on you if a police check reveals that you have been driving under the influence of drugs.
The course aims to stop you from driving under the influence of drugs.

This course is compulsory if you have driven under the influence of:

  • Amphetamine, methamphetamine, cocaine, MDMA, MDEA, and MDA with an amount from 50 micrograms per liter of blood.
  • Cannabis with an amount from 3.0 micrograms of tetrahydrocannabinol (thc) per liter of blood.
  • Heroin and morphine with an amount starting at 20 microgrammes of morphine per liter of blood.
  • GHB, gamma butyrolactone or 1,4-butanediol with an amount from 10 milligrams GHB per liter of blood.
  • Nitrous oxide, where driving under the influence of nitrous oxide has been established.

For all other drugs, do not take these drugs when driving.
If you have used a combination of different drugs or drugs in combination with alcohol, lower limits apply.

If you are convicted for the second time for driving with drugs, or convicted for a combination of both drink and drugs behind the wheel, your driving license will automatically become invalid. You will then no longer be allowed to drive a motor vehicle. Then the ‘Recidivism rules for alcohol and drugs’ apply. You can read more about this later in the course.

This course costs about 1,200 euros.
You may continue to drive during the course. It is also possible that the judge or public prosecutor has imposed a driving ban. Then, of course, you will not be allowed to drive.

If you do not take this compulsory course, your driving license will be invalidated and you will not be allowed to drive again.
