traffic-signs-in-the-netherlands-h2-new-You are driving outside the built-up area as soon as you have passed traffic sign H2, end of built-up area.
If you leave a autoweg outside the built-up area, or a motorway and there are no signs indicating the built-up area, or and maximum speed limit, you are still driving outside the built-up area.

As you have read, there are various speed limits outside built-up areas. These speed limits apply unless a lower speed limit is indicated. For example, many motorways have a speed limit of 100 kilometers per hour. Lower speeds can be indicated on a motorway by sign A1, but also by electronic signs above the road. Speeds indicated on an electronic sign are maximum speeds.
Motorways sometimes have a lower speed limit of, say, 70 kilometers per hour, especially close to cities.
Even if no lower speed limit is indicated, it is sometimes wise to adopt a lower speed. You must constantly adjust your speed to other traffic, weather conditions and the road surface.
More and more 60-kilometer zones are also being established. A speed limit of 60 kilometers per hour applies in these zones. This speed limit applies until you pass the sign at the end of the 60-kilometer-per-hour zone. In general, you drive on a single-lane road in such a zone. If speed humps have been built, you can usually drive over them at 60 kilometers per hour.
The roads within a 60-kilometer zone are made optically narrower by the construction of bicycle or suggestion lanes.
Various studies have shown that fewer accidents happen in these zones. Also, people drive less fast, even without speed checks.
