Traffic

TRAFFIC is in Dutch just another name for road users.
So traffic, or road users, are pedestrians, cyclists, moped riders, drivers of vehicles for the disabled, motor vehicles or trams, horse riders, persons accompanying animals or cattle, and drivers of horse-drawn or other wagons.

Passengers who sit on the back of a bicycle, moped, motorcycle, in a car or in a tram do not fall under the category of traffic or road users.
